SACRAMENTO- The city of Roseville is considering whether to become the latest municipality in the region to require cat owners to pay an annual licensing fee.
The hope is that putting a two-tiered licensing fee in place ? in which the license for unaltered cats costs twice as much as the license for cats that have been spayed or neutered ? would help reduce the number of unwanted pets, said Dee Dee Gunther, a spokeswoman for the Roseville Police Department, which handles animal control for the city.
