Last week Sacramento's chief animal control officer, Dan Torres, heard about a dog that had died, hanged by its leash from a tree.
After the grisly discovery of the hanging dog, Torres, a former city police sergeant, dialed Deputy District Attorney Hilary Bagley-Franzoia.
